Access by Operational Need
Access is granted only where a documented administrative or technical responsibility requires it. Permissions must be limited to the minimum scope necessary for the assigned function.
Role Separation
Public access, citizen access, officer access and privileged infrastructure access are maintained as distinct control levels. Administrative authority does not automatically grant unrestricted technical access.
Authentication
Protected government and Relay systems require individual credentials. Shared passwords and unrecorded account transfers are prohibited.
Review and Revocation
Access is reviewed when responsibilities change and revoked without delay when an account is suspended, an assignment ends or a security concern is confirmed.
