Resources are classified under infrastructure, security, administration, public services, communications, archive operations or approved strategic development.
Cost Identification
Each recorded cost must identify the responsible authority, operational purpose, expected period and the request or decision authorizing the commitment.
Priority Levels
Continuity-critical infrastructure and security obligations receive priority over discretionary development. Priority does not remove the requirement for documentation and review.
Reporting
Budget records must support reconciliation by authority and classification area so that current commitments remain understandable and auditable.
